We are seeking a highly analytical and forward-thinking Strategic Initiatives and Program Assessment Planner to support the Defense Information Systems Agency (DISA) in driving enterprise-level command and control (C2) initiatives and assessing program performance across the Department of Defense Information Network (DODIN). This role is essential for transforming strategic vision into executable plans that enhance DISA’s operational posture and support the evolving needs of joint warfighters.
Strategic Planning & Integration
Translate senior leadership guidance into clear, mission-aligned strategic initiatives that support DISA’s operational objectives.
Develop white papers, strategic communications, and policy recommendations to guide decision-making across C2 and cyber domains.
Collaborate with joint and interagency partners to integrate DISA initiatives with broader Department of Defense (DoD) strategies.
Participate in high-level planning forums and contribute to the development of enterprise-level strategies and future-state architectures.
Program Assessment & Evaluation
Conduct operational and programmatic assessments of DISA’s key initiatives, identifying performance gaps and areas for improvement.
Develop performance metrics and key indicators for evaluating program effectiveness and mission readiness.
Support root cause analyses, lessons learned processes, and after-action reviews to ensure continual program refinement and improvement.
Utilize tools such as the Joint Training System (JTS), Defense Readiness Reporting System (DRRS), and analytic frameworks like the Analytic Scheme of Maneuver (ASOM).
Collaboration & Stakeholder Engagement
Coordinate across DISA directorates (J-3, J-5, J-7) and external DoD stakeholders to ensure alignment of strategic efforts.
Provide decision support to senior leaders through briefings, strategic reviews, and readiness assessments.
Work with cyber operations planners and program managers to ensure operational feasibility of strategic concepts.
Minimum of 8 years of experience in strategic planning, program assessment, or enterprise-level initiative development within DoD or similar environments.
Strong understanding of joint, interagency, and cyber planning processes.
Demonstrated experience synthesizing complex data into actionable recommendations and policy guidance.
Familiarity with performance measurement, program evaluation, and assessment frameworks.
Experience supporting Combatant Commands (CCMDs), USCYBERCOM, or JFHQ-DODIN.
Currently holds a DoD 8570 certification at IAT or IAM Level I.
Proficiency with tools and systems such as JTS, DRRS, and ASOM.
Background in cyber strategy or command and control systems development.
Experience briefing senior executives and delivering strategic communications.
PMP, Six Sigma, or equivalent certification in program management or process improvement.
This position requires a TS/SCI clearance at the time of application.
Salary Minimum:170,000.00
Salary Maximum:$185,000.00
