By Light is seeking personnel to provide comprehensive support for the Defense Contract Management Agency (DCMA) Facilities Management team in the implementation and sustainment of a Computer-Aided Facility Management (CAFM) software solution. This engagement, titled “DCMA CAFM SaaS Support Services,” encompasses a base year plus four option years (September 30, 2025 – September 29, 2030), and will facilitate the optimization of facility operations across DCMA’s nationwide and overseas portfolio, totaling over 1.3 million square feet.

By Light will deliver a FedRAMP-approved, Impact Level 4 SaaS solution and a full spectrum of professional services, including system implementation, software development, system administration, help desk customer support, virtual and on-site training, and ongoing cybersecurity management. The CAFM system is required to streamline space planning, asset and lease tracking, capital and building operations management, and reporting, while enabling seamless integration with Autodesk and compliance with all applicable DoD cybersecurity and accessibility standards.

Personnel will work primarily from By Light’s Headquarters located in McLean, VA.

• Lead the design, development, customization, testing, and deployment of Computer-Aided Facility Management (CAFM) SaaS software solutions in support of DCMA’s facility management operations.
• Translate system requirements and functional specifications into software solutions, ensuring integration with Autodesk, Maximo, and other enterprise systems as required.
• Oversee data migration, synchronization, and validation processes for the transition from legacy databases and systems to the CAFM solution.
• Implement and maintain APIs and system interfaces to support seamless data exchange with DoD and DCMA stakeholder systems, ensuring compliance with all defined technical standards.
• Apply software development best practices, including secure coding, configuration management, documentation, and version control for all deliverables.
• Work collaboratively with business analysts, system administrators, cybersecurity personnel, and customer stakeholders to identify areas for functional enhancements and resolve technical issues.
• Support software updates, patches, security enhancements, and defect corrections to maintain the FedRAMP and IL4 compliance status of the SaaS environment.
• Provide subject matter expertise and mentorship to intermediate developers and junior team members.
• Participate in Agile Scrum meetings, sprint planning, and documentation preparation in accordance with project methodologies.
• Ensure all developed solutions adhere to DoD cybersecurity (RMF/NIST) and accessibility (Section 508) requirements.

• Bachelor’s degree in Computer Science, Information Systems, or a related technical discipline
• Minimum 7 years’ experience in software development, with at least 3 years developing and implementing enterprise-level SaaS/web applications
• Proficient in programming languages and frameworks relevant to CAFM systems (such as Java, .NET, JavaScript, Python, RESTful services)
• Demonstrated experience in integrating software solutions with enterprise platforms (e.g., Autodesk, Maximo).
• Experience with API development, system migrations, and database management.
• Experience supporting cloud-based, FedRAMP-authorized SaaS environments.
• Experience working in Agile environments and with DevSecOps methodologies

• Supported the U.S. Army or other DoD Agency.
• Has the communication skills to effectively interface with senior military officials, managers, and subordinates.
• Master’s Degree in Computer Science, Software Engineering, or closely related field
• Experience with DoD or federal government facility management IT solutions
• Experience with Autodesk Revit, CAD, Maximo integration, and facilities/space management systems
• Experience implementing solutions compliant with NIST 800-53, DoD RMF, and Section 508
• Relevant industry standard certifications (e.g., Microsoft Certified: Azure Solutions Architect Expert, AWS Certified Solutions Architect, CompTIA Security+, Certified ScrumMaster, Certified Software Development Professional (CSDP))
• ITIL Foundation Certification
• Experience supporting system accreditation and Authority to Operate (ATO) processes
• Demonstrated ability to mentor, lead, and coach technical teams
• Familiarity with data analytics, visualization tools, and business intelligence platforms
