By Light is hiring a Mobility Test Engineer to join our team providing enterprise-wide testing support for mobile devices. This position supports a DOD customer at Fort Meade and requires an active DOD Top Secret clearance.

  • Test personnel will conduct enterprise wide mobility testing to include:
    • Multifunction Mobile Device (MMD)
    • Mobile Device Management (MDM)
    • Multifunction Mobile Device Backend Support System (MBSS) and network components
    • Mobile Application Store (MAS)
    • Telecommunications (DoD and commercial) and Internet Protocol
  • Test personnel will need to coordinate with JITC Mobility Team government and contractor personnel at Fort Meade and Fort Huachuca on a weekly basis.
  • Provide support to ensure the IA posture of the MMD/MBSS fielded are compliant with DODI 8500.1.
  • Provide support with U.S. classified Communications Security (COMSEC) materials on a quarterly basis.
  • Review Mobility technical documentation on a weekly basis.
  • Produce technical documents in accordance with DISA and JITC policies when directed by the government Action Officer.
  • Semi-annually draft test plans for mobility test events.
  • This position may be called upon to perform duties for Communications Security (COMSEC) accountability. If required, a Change Scope will be used to delineate/detail effort.
  • Quarterly this position may provision equipment within the DoD Mobility network infrastructure to support test activities, and provide system engineering support to assist JITC and the DoD Mobility PMO with developing a DoD Mobility T&E certification strategy that leverages existing UC and DoD CIO certification policies. This will require close coordination with other DoD or commercial Mobility technical support and with persons working on this and other supporting or supported tasks.

Required Experience/Qualifications

  • Associates Degree in a related field is required.
  • Must have active DOD Top Secret clearance.
  • Must achieve a minimum of IAT Level II certification (Security+, etc.) within six months of hire.
  • Experience with testing or administration of mobile devices is required.

Preferred Experience/Qualifications

  • 10 years of experience is desired.
  • Experience testing to Department of Defense Unified Capabilities Requirements is an advantage.
  • Experience with network test and measurement equipment, which includes IP traffic emulation/simulation.
  • Experience in testing or overseeing testing of Radio Frequency equipment that includes knowledge of following: Propagation, Power, Db, Attenuation, Path Loss, Frequency, Modulation techniques (TDMA, CDMA, PSK, OFDM, etc).
  • Cellular Specific Knowledge: Cell tower connection establishment, Cell tower hand off, IMEI and SIM identification/security, IP over Cellular (CDPD, etc), 3GPP versus true 4G, Prevalent Mobile OS's (Windows 8, Android, Apple, Blackberry), Common mobile interfaces (Bluetooth, Wi Fi (a,b,g,n), WiMax, IRDA, microphone, headset, USB).
  • Knowledge of IP and Networking: Encrypted VPN tunnels, Firewalls, HAIPE, Layer 3 Switches, Routers, VoIP, SIP, VVoIP, XMPP, OSPF, DNS, Active Directory permissions, Local Session Controllers and Soft Switches, H.264, G.711, G.729, H.323, Reads Network diagrams, reads call flow diagrams, calculates bandwidth requirements by media and CODEC.
  • Technical reading and writing experience.
  • Experience interpreting requirements and reducing them to actual test procedures.
  • Experience in writing new requirements, for emerging technology.
  • Ability to conceptualize complex systems, and synthesize expectations down to a single interface or element within the system.
  • Familiarity with DoD level security methods, such as two factor authentication with CAC.
  • Familiarity with AES 256, FIPS140 2, SHAH 128, TLS, DTLS, RTP, SRTP.
  • Ability to read and interpret RFCs.
  • Familiarity with writing code, understands intercepting underlying OS functions, API's and how they are accessed, Libraries, etc.
