By Light is hiring a Project Manager to join our team providing IT support for a DOD project, Cloud Based Internet Isolation (CBII). The PM will be responsible for the overall direction, management, communication, coordination, and accountability of project-oriented work efforts across the IT organization. This position will be expected to create scope documents based on approved charters and project plans (work breakdown structures) in addition to tracking key milestones and adjusting project plans, budget requests and/or resources to meet the needs of customers.


  • Reports directly to the Program Manager, having second-tier responsibility for overseeing all professional services support provided to customer with regard to respective program
  • Must be able to work across the full spectrum of the acquisition lifecycle from opportunity capture to services delivery
  • Collect and maintain data, performance statistics, and an audit trail for use in maintaining general management visibility of performance, identifying trends, and recurring exceptions that will provide the basis for review and adaptation of existing processes and procedures
  • Providing Project Management support, to include developing and maintaining integrated master schedules, creating and submitting program related documentation, preparing briefings, providing full conference/meeting support, and preparing senior level strategic briefings and metrics as required by the Government
  • Developing service descriptions and project requirements documentation, CONOPs and other documents to support preparation for review boards as required to ensure service delivery and operational support
  • Providing analysis and recommendations in support of the resolution of IT-related problems; executing the recommendations as directed by the client.
  • Providing Senior-level strategic communications support, to include policy, process and Standard Operating Procedures (SOP) review and development
  • Aiding in the coordination of activities and documents to ensure alignment with plans and directives for delivery of IT solutions across the DOD Enterprise
  • Primary customer point of contact as the lead for the project with respect to providing IT services and working within a complex network environment
  • Overall daily responsibility for the delivery of all work products and services on this program, to include technical artifacts, reports, presentations and briefings to the client
  • Responsible for coordinating subordinate employee recruitment, selection and training, performance assessment, work assignments, salary, and recognition/disciplinary actions
  • Monitors the assessment of project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives

Required Experience/Qualifications

  • Bachelor’s Degree or higher is required
  • At least 3 years relevant Project Management experience across the entire project life cycle
  • Related industry experience in information technology or engineering
  • Working knowledge of Microsoft Office to include Excel and Project
  • Excellent communication, effective leadership and interpersonal skills

Preferred Experience/Qualifications

  • DOD implementation and engineering experience desired
  • PMP is desired but not required

Special Requirements/Security Clearance

  • Minimum DoD Secret clearance required
