By Light is seeking a Project Integration Engineer Associate to provide transport engineering support for all DOD and non-DOD interconnected communication infrastructures located world-wide. The candidate is expected to participate in regular meetings with internal program staff, teammates, and the government client on a frequent basis is expected to deliver client value for the Communications Engineering Division, Defense Information Systems Agency (DISA), which is responsible for maintaining and posturing the DOD Information Network (DODIN) transport infrastructure and capabilities. Effective leadership and communication skills are essential for working among a blended prime/subcontractor program team and developing and maintaining strong client relationships.

• In support of DISN projects, the candidate shall provide design packages that include network configurations, topology drawings, equipment lists, and network implementation and test plans. The candidate shall provide recommendations on specific procedures for operating and managing DISN transport; including methodologies associated with cost recovery, administration, and billing. The candidate shall support the Government leads/engineers through the development and updating, testing, and implementation of projects using planning documents and models.

• The candidate shall support the Government in Integrated Project Teams with following technical reviews:
  • System Requirements Review/System Functional Review (SRR/SFR)
  • Preliminary Design Review (PDR)
  • Critical Design Review (CDR)
  • Test Readiness Review (TRR)
• The candidate shall recommend adjustments to key supporting milestones such as SRR/SFR, PDR, CDR, and TRR as necessary to synchronize with corresponding task order to effectively influence the DISA requirements and architecture design.
• The candidate shall support the Government with SRR/SFR to ensure all applicable system requirements and functional performance requirements are defined and consistent with program budget, schedule, risk, and other technical constraints. The candidate shall assess DISN system requirements and ensure all required system performance and architecture is fully decomposed and defined in the baseline. The candidate shall ensure that the system under review can proceed into preliminary design.
• The candidate shall support Government through the development of Technical Review Agendas, Technical Meeting Minute/ Reports, and Technical Materials/Artifacts and Reports.
• The candidate shall support in the following meetings either by teleconference or in person:
  • Technical Exchange Meetings (TEMs)
  • Other informal monthly/quarterly meetings; examples include but not limited to Engineering Technical Working Group Meetings, Program Management Reviews, etc.
• The candidate may be required to make trips to the Government client location to participate in scheduled and ad-hoc meetings. The candidate shall support reoccurring informal technical and/or programmatic meetings. The candidate shall travel with Government personnel to attend TEMs, and support Government at internal/external meetings and develop presentation materials when requested.

• 3+ years of network systems engineering experience
• Bachelor’s degree in computer science or a related field
• Experience with process improvement, strategic planning, change management, and organizational redesign is required.

• DoD and/or Government program experience preferred

• Minimum DOD Secret clearance required prior to interview
• Some travel may be required
