By Light is seeking a Network Operations Center Team Lead to join our team in a proposal to support enterprise-wide technical and programmatic support services to Department of Homeland Security, U.S. Immigration and Customs Enforcement (ICE). Work for this contract includes but is not limited to Incident/Problem Coordination (I/PCT), Change Management, ICE Network Operations Center (NOC), Enterprise Email and Domain Management (EEDM), Enterprise Wide Tools Team (EWTT), ITSM (ServiceNow).


  • Serve as point of contact for day-to-day operations.
  • Help ensure that all NOC staff maintain appropriate certifications and trainings necessary to ensure contract success.
  • Support operational functions according to documentation SOPs for all monitoring, troubleshooting, maintenance, and administrative tasks that are required to provide 24x7x365 services to include wireless LAN, firewall management, IP address management, DNS administration, VPN support, VoIP.

Required Experience/Qualifications

  • Bachelor’s Degree
  • 3 years of experience in the networking field or 5 years in a managerial/supervisory IT related field
  • ServiceNow experience and/or other service-related ticketing experience
  • CCNA and/or CCNP certification or equivalent
  • Certifications in additional networking tools (NetSight, InfoBlox, Prime, network monitoring tools, etc.)
  • ITIL accreditation (at least at the foundation level)
  • Knowledge of network operating systems (Cisco, Extreme, Juniper, etc.)
  • Project management certification
