Overview

By Light is seeking a highly skilled, dedicated and motivated cleared professional to join our team in supporting the Department of State (DOS) Consular Affairs Enterprise Infrastructure Operations (CAEIO) Program, for the Bureau of Consular Affairs (CA). This initiative is intended to provide IT Operations and Maintenance to servers, networks, applications, and databases supporting CA services globally. 

Responsibilities

The customer has a large scale enterprise consisting of Windows and Linux Virtual Machines (VMs), Networking components, physical servers, and other supporting infrastructure in multiple data centers that support users in embassies and consulates world-wide. They maintain their infrastructure and provision resources as needed from their self-managed data centers. As more information is accumulated, applications updated, and new capabilities implemented, the infrastructure must be enhanced as well – it is the job of the Capacity Manager to anticipate and plan for this. The successful candidate will work independently to understand the existing environment, then design, architect, and plan for the evolution of the enterprise. This information is documented in the Capacity Management Plan which is a contractually mandated deliverable with updates due every 6 months.

 

The candidate must have exceptional written and verbal communication skills and have wide ranging experience in infrastructure and systems’ full lifecycle management, to include Windows and Linux Virtual Machines (VMs), Networking components, physical servers, SQL Server and Oracle databases, and a variety of storage devices. This person must be an experienced resource to understand the ramifications of the customers' vision then be able to mold the varied requirements into a successful capacity management approach.

 

The candidate will participate in engineering team meetings and be able to answer ad hoc questions about the Capacity Management Plan as well as give presentations to senior customer and contractor leadership. They formulate policy, procedure, and standards relating to system management and capacity exhaustion prevention. They will work closely with the Enterprise Monitoring Tools team to create reporting mechanisms in concert with their plan. The candidate must be able to interview critical resources responsible for the specific infrastructure components, arriving to meetings on time with prepared agenda and concise intelligent questioning such that the resource is incentivized to cooperate and attend future Q&A sessions. The candidate will have the expertise required to take information from brief Q&A sessions and extrapolate and integrate into the Capacity management approach.

 

The successful candidate will work with almost no direction as a seasoned resource required to define and be the steward of Capacity and Performance Management for the customer. They must be able to incorporate required changes to their Capacity Management Plan with ease as the customer makes infrastructure and software enhancements towards modernization.  The candidate will be held responsible for the quantifiable reduction of enterprise operational downtime through tighter adherence to good practices and process outlined in their Capacity Management plan.

 

The candidate will capture trending information and forecast current and future CA/CST IT capacity requirements based on CA/CST IT defined thresholds. Use the information from capacity planning to define and establish thresholds. Ensure data feeds into monitoring systems.

Required Experience/Qualifications

  • 7 Years with Bachelors of Science; 5 Years with Masters; 3 Years with PhD; 4 additional years in lieu of Bachelors
  • Ability to break down several sometimes conflicting user requirements into a concise Capacity Management Plan with minimal input from other colleagues.
  • Ability to become power user of complete set of enterprise monitoring tools suite.
  • Expected to facilitate and quantify quality of service improvements because of the Capacity Management Plan.

Preferred Experience/Qualifications

  • COTS system administrator
  • 3 years of experience performing Capacity Management at an enterprise scale.
  • Frequent use and general knowledge of industry practices, techniques, and standards. General application of concepts, and principles. Demonstrates the skill and ability to perform moderately complex professional tasks.
  • Power user of Enterprise performance and capacity management tools.
  • Problem Solver
  • Accomplishes loosely defined goals under minimal supervision.

Special Requirements/Security Clearance

  • Requires US Citizenship and an active SECRET Government Security Clearance
