Overview

The Army’s Tactical Exploitation of National Capabilities (TENCAP) mission is to enable the Army to rapidly exploit and influence National capabilities and architectures. Army TENCAP conducts advanced development and rapid prototyping to enhance, inform, and modernize Army capabilities. Army Product Manager TENCAP responsibilities include support to Headquarters Department of the Army (HQDA) to maintain connections to national and theater systems; prototype development and transition of technology into Army systems; and acquisition of equipment as directed by the TENCAP General Officer Steering Group (TGOSG) and Assistant Secretary of the Army (Acquisition, Logistics & Technology) (ASA(ALT)).

Responsibilities

  • Provide acquisition guidance to functional area technical experts based on a working knowledge of DOD and IC acquisition regulations and policy.
  • Draft PWSs, Acquisition Strategies, Acquisition Plans, lifecycle cost profiles, and annual ACAT Reviews.
  • Document functional requirements, and functional and technical modifications in a work breakdown structure (WBS) and an Integrated Master Schedule (IMS) created and maintained in Microsoft Project.
  • Develop annual spend plans, develop Program Objective Memorandum (POM) briefs, author Procurement & Research, Development, Test and Evaluation Forms (P&R) forms, prepare for acquisition milestone reviews and Milestone Decision Authority (MDA) reviews, development and staffing of Acquisition Decision Memoranda (ADM).
  • Provide advice in the development of various information and decision briefs, including the TENCAP General Officer Steering Group (TGOSG).
  • Provide input to the development of SAMPs to address the program’s overall acquisition approach, including acquisition strategy for TENCAP projects.
  • Develop, staff, and archive interagency agreements, Memoranda of Understanding, and Memoranda of Agreement.

Required Experience/Qualifications

  • Education: Master’s Degree - 12 years’ work experience may be substituted for a master’s degree or bachelor’s degree plus 8 years work.
  • Certifications: DAU Level III Certification in Program Management, Project Management Professional (PMP) Certification, or Institute of Certified Professional Manager (ICPM) Certified Manager (CM) Certification.
  • Minimum of fifteen years of DoD acquisition experience supporting DoD Acquisition programs/projects.
  • Include a minimum of eight years of demonstrated experience in applying the requirements of DoD 5000.01 and 5000.02 to DoD Acquisition programs/projects throughout the acquisition lifecycle with full understanding and application of acquisition strategy, work breakdown structure, integrated master schedule, and program planning budget execution.
  • Include a minimum of five years’ experience utilizing Microsoft Project.
  • Have experience in the acquisition process as directed by the DoD 5000 series, Federal Acquisition Regulation (FAR), DoD and Army HQ ASA(ALT) policies and procedures.

Preferred Experience/Qualifications

  • Has the communication skills to effectively interface with senior military officials, managers, and subordinates.
  • Has TENCAP experience.

Special Requirements/Security Clearance

  • Security Clearance: Top Secret with Secret Compartmented Information (SCI) eligibility.
  • By Light does not require COVID-19 vaccinations or boosters; vaccination requirements and testing are subject to the status of the federal contractor mandate and customer site requirements; testing is at the cost of the employee.
