Overview

By Light is hiring a Network Planning Analyst to join our team supporting a Government customer at MacDill AFB. This position requires an active DOD Top Secret clearance.

Responsibilities

  • Work with unit operational planners, Defense Information Systems Agency (DISA) personnel, Geographical Combatant Commanders’ J6 staff, Element Commanders, First Sergeants, Systems Chiefs and other government personnel to jointly develop and provision communications architecture plans to meet C4I mission and exercise objectives.
  • Able to produce and brief operational systems/network diagrams, cut sheets, and potential problems or concerns of processes to respective community of interest (e.g. DISA, U.S. Strategic Command, etc.), commanders, directors, and military service members.
  • Regularly interact with government agencies to communicate trends, policy shortfalls, or other topics which impact planning and resourcing of information system assets within DOD.
  • Shall provide Command, Control, Communications and Computers (C4) support to the Element’s engineering, planning, training, and operational efforts.
  • Shall organize, and evaluate communications networks, confirm information technology equipment interoperability, conduct and process After Action Reviews (AAR) for all missions and exercises JCSE supports, and train personnel in accordance with JCSE and DOD information technology standards.
  • The contractor shall assist in the development of comprehensive tactical communications architecture plans which will detail information technology equipment selection, installation, configuration, and other parameters to support actionable accomplishment of a tactical communications network architecture supporting an operational mission or exercise.
  • This team must be able to orchestrate and develop full end-to-end operational network architectures in order to meet tactical user requirements encompassing data, satellite, single channel radio, voice, and video requirements.
  • Provide comprehensive reports on all meetings (internal or external), working groups, and conferences. 
  • Reports will include but not limited to: event name, date and time, its purpose & scope, background, general description on JCSE’s participation or role, participants with contact information, action items or follow up requirements, key take-aways, milestones, and an overall summary.  Published agendas and presentations must accompany the report.  Reports will be complete within 3 working days immediately following the event.
  • The contractor shall prepare and submit communications services requests in support of unit exercise and training events within timeframes published by governing agencies. Communications service requests include, but not limited to: Satellite Access Request (SAR), Gateway Access Request (GAR), Telecommunications Service Requests (TSR), Global Broadcast Requests, and Interim/Approval to Operate (IATO/ATO), connection approvals, and Communications Security (COMSEC) Intent to Use messages.
  • The contractor shall manage JCSE LAN/WAN and Satellite network resources to include Internet Protocol (IP) address space; range of tactical phone numbers (DSN, VoIP, and VoSIP), and terrestrial circuits. Managing resources includes, but not limited to, the following actions: reporting - on operational and historical use (monthly, quarterly, and annually); identified shortfalls; cost trend analysis as applicable (monthly, quarterly, and annually); policy/process concerns impacting timely acquisition/provisioning resources for mission operations;  Provisioning: JCSE owned/acquired resources to meet operational requirements; and acquiring additional resources as may be required to meet mission objectives. 
  • Cost reports will be completed for every mission once it has ended.  Reports will be to a level of detail that allows the organization to identify mission, organization, remote kit, service type, timelines and cost for each service provided where appropriate. 
  • Provide monthly, quarterly, and annual summary of costs associated with telecommunication products acquired by JCSE.
  • Provide immediate assistance and coordinate mission requirements in timely manner in order to meet ongoing and contingency operations.
  • Interpret the interoperability of tactical communication systems based on system design and limitations while being able to make recommendations to meet mission requirements. T
  • he contractor will manage the organization’s Authorized Service Interruptions (ASIs); management includes, but not limited to: assisting in the process for approval, interpret external ASIs to determine potential impact to operations and notify appropriate entities to minimize overall impact.

Required Experience/Qualifications

  • Must have active DOD Top Secret clearance.
  • Must have CompTIA Security+ certification.
  • Experience with TCP/IP protocol stacks, wireless architectures and VoIP.
  • In depth knowledge on data, voice, and video networks.
