Overview

Kwajalein Atoll is part of the Republic of the Marshall Islands (RMI) and located approximately 2,130 nautical miles west southwest of Honolulu, Hawaii. The major tenants are U.S. Army Space and Missile Defense Command/Reagan Test Site and United States Army Garrison – Kwajalein, an activity under the U.S. Army Installation Management Command. Other key tenants include National Aeronautics and Space Administration, Massachusetts Institute of Technology, Missile Defense Agency, U.S. Air Force, and Department of Energy. 

 

By Light is looking for personnel to deliver comprehensive, integrated, end-to-end Information Technology services, logistics support, and business operations support. Personnel will reside in Government housing, there are no privately-owned automobiles; bicycles or walking are the standard means of transportation; Department of Defense School System is available for kindergarten through 12th grade, a small base exchange and one grocery store is available; a hospital provides very limited outpatient services and limited emergency services. Morale and recreation activities range from SCUBA diving, snorkeling, fishing, surfing, boating, swimming, golf, and tennis.

Responsibilities

  • Provide administrative and management oversight of personnel supporting Communications Systems and System Support requirements as outlined below.
  • Oversee and manage Telephone and Data Infrastructure requirements to include analog, digital, and Voice over Internet Protocol (VoIP) voice services.
  • Operate and maintain the VoIP Local Session Controller for the installation infrastructure.
  • Provide local touch labor, such as troubleshooting, repair, and changing cable pairs.
  • Provide moves, additions, changes to user accounts, and network configuration for DISA Enterprise Voice over IP (EVoIP) customers and Enterprise Classified Voice over IP (ECVoIP) customers.
  • Maintain a telephone and information systems directory that provides telephone numbers of organizations on USAG-KA.
  • Provide access to service for the transmission of official Government business, to include on post, local commercial, and DSN.
  • Operate and maintain an installation telephone switch firewall.
  • Operate and maintain common user telephone switches, remote switches, nodes, and private branch exchanges (PBX).
  • Test outside plant (OSP) and inside plant copper and fiber cable.
  • Provide common user automated attendant  or attended operator services.
  • Provide voice mail box service.
  • Configure the common user building information technology infrastructure support voice and video.
  • Inspect and maintain communications infrastructure within underground cable enclosures, such as maintenance holes, hand holes, pull holes, and vaults.
  • Develop and maintain inside plant and outside plant drawings.
  • Maintain an electronic and hard copy plant-in-place (PIP) drawing library using MicroStation, AutoCad, or Microsoft Visio. Maintain PIP drawing library in native AutoCAD and Adobe PDF formats.
  • Operate and maintain common core (backbone infrastructure) voice/telephony network infrastructure equipment.
  • Update and maintain building network energy management/monitoring standards in documents.
  • Operate, maintain, and install Wireless Intrusion Detection System(WIDS) solution for installation infrastructure.
  • Order, account for, and administer local and long-haul leased circuits with DISA.
  • Support Communications Facilities Planning to include coordinating with the 30th Signal Battalion NEC to validate and update the number of cable pairs used for cable lease agreements.
  • Recommend transport requirements for LAN/CAN/WAN.
  • Prepare draft requirements for telecom closets, outside cable plant (fiber and copper), and inside wiring in support of MCA projects, UMMCA projects, Sustainment, Restoration, and Modernization (SRM) projects, and local minor construction/renovation/expansion projects.
  • Provide 911/e911 emergency service support.
  • Provide Mass Warning and Notification (MWNS) Network Alerting System emergency service support.
  • Operate and maintain sensitive but unclassified (SBU) and SECRET common-user VTC Studio (maintain DISN Video Services-Global (GVS) suite to VTC Studio).
  • Support the 30th Signal Battalion NEC in development, implementation, and exercise of IT Service Continuity Management in support of installation COOP for critical portions of the automation infrastructure.
  • Restore critical telecommunications network infrastructure services in the event of disaster.
  • Provide telecommunications operations planning support to OPLAN development.
  • Design, install, and maintain DA or local regulation- directed circuits supporting fire alarms, intrusion alarms, elevator emergency intercoms, telemetry, and other safety/security systems and monitoring control systems.
  • Design, engineer, install, and maintain dedicated or common user circuits to support the operation of installation post bugle call/public address (PA) systems, giant voice system, and other special localized PA systems.

Required Experience/Qualifications

  • Bachelors’ degree or 6 years of relevant experience
  • Minimum of 8 years’ experience supporting unified communications services.
  • Certifications: DoD 8570.01-M, IAM II – CAP, or CASP+ CE, or CISM, or CISSP (or Associate), or GSLC, or CCISO

Preferred Experience/Qualifications

  • Supported the U.S. Army or other DoD/Federal Agency.
  • Has the communication skills to effectively interface with senior military officials, managers, and subordinates.
