Overview

Kwajalein Atoll is part of the Republic of the Marshall Islands (RMI) and located approximately 2,130 nautical miles west southwest of Honolulu, Hawaii. The major tenants are U.S. Army Space and Missile Defense Command/Reagan Test Site and United States Army Garrison – Kwajalein, an activity under the U.S. Army Installation Management Command. Other key tenants include National Aeronautics and Space Administration, Massachusetts Institute of Technology, Missile Defense Agency, U.S. Air Force, and Department of Energy. 

 

By Light is looking for personnel to deliver comprehensive, integrated, end-to-end Information Technology services, logistics support, and business operations support. Personnel will reside in Government housing, there are no privately-owned automobiles; bicycles or walking are the standard means of transportation; Department of Defense School System is available for kindergarten through 12th grade, a small base exchange and one grocery store is available; a hospital provides very limited outpatient services and limited emergency services. Morale and recreation activities range from SCUBA diving, snorkeling, fishing, surfing, boating, swimming, golf, and tennis.

Responsibilities

  • Provide administrative and management oversight of personnel supporting network administration requirements as outlined below.
  • Provide management, administrative, and technical interface with the Government.
  • Manage and maintain transport connection to external networks, including NIPRNET, SIPRNET, and current and future black core networks and domains.
  • Ensure operational availability of the customer’s IT and telecommunications infrastructure in accordance with performance requirements.
  • Operate and maintain common user SIPRNET connectivity between LANs and computer resources.
  • Operate and maintain common user NIPRNET connectivity and operate the Installation Campus Area Network (ICAN) between LANs and computer resources.
  • Monitor the common user ICAN and LAN by utilizing enterprise management software to monitor network performance, analyze network activity, and maintain network availability.
  • Perform network discovery and conduct fault analysis.
  • Conduct event management on common user network infrastructure and monitor services.
  • Respond to network outages within two (2) hours for critical (priority 1) tickets, and within four (4) hours for urgent (priority 2) tickets.
  • Provide network utilization reports within one (1) business day of customer request.
  • Manage common user network equipment/software, to include configuration management and capacity management.
  • Operate and maintain common core (backbone infrastructure) network infrastructure equipment.
  • Implement and operate common user port authentication in accordance with Army Enterprise guidance; for example, 802.1x.
  • Develop specifications for network equipment and installation infrastructure in support of Military Construction, Army (MCA) projects, Unspecified Minor Military Construction, Army (UMMCA) projects, and local minor construction/renovation/expansion projects.
  • Operate and maintain common-user wireless network infrastructure as part of the existing installation infrastructure.
  • Develop, implement, and exercise IT Service Continuity Management for critical portions of the automation infrastructure and customer services.
  • Develop a System Backup Plan that details backup provisions that meet the standards set in applicable Army regulation and implement once approved.
  • Restore critical automation services and data within 24 hours in the event of disaster, as documented in the accreditation artifacts COOP.

Required Experience/Qualifications

  • Bachelors’ degree or 6 years of relevant experience
  • Minimum of 8 years’ experience supporting network engineering and administrative services.
  • Certifications: Cisco Certified Network Associate or Security+ CE or SSCP or GSEC or GICSP and Cisco Certified Network Associate Routing & Switching (CCNA R&S) Certification.

Preferred Experience/Qualifications

  • Supported the U.S. Army or other DoD/Federal Agency.
  • Has the communication skills to effectively interface with senior military officials, managers, and subordinates.
