You will be responsible for investigating, analyzing, and troubleshooting a variety of unusual telecommunications and IT conditions. A typical workday consists of overcoming problems, answering questions, and addressing needs associated with complex projects or studies to develop or alter telecommunications systems. The contractor serves as a technical Subject Matter Expert (SME) responsible for obtaining and managing current and future communications network systems, supporting White House Communications Agency (WHCA customers).

Responsibilities

  • Serve as technical Subject Matter Expert (SME) responsible for obtaining and managing electromagnetic spectrum assignments.
  • Interface with Government Agencies involved in electromagnetic spectrum on a National and International basis.
  • Coordinate commercial satellite, military satellite, and terrestrial circuit support plans often requiring Host Nation Approval.
  • Develop recommendations to the agency command to optimize spectrum and bandwidth usage.
  • Provide recommendations for spectrum and wideband capacity utilization to include but not limited to RF usage and bandwidth allocation.
  • Advise on issues regarding Information Systems and Telecommunications arenas impacting existing or evolving enterprise architecture and supporting systems.
  • Monitor and facilitate planned and unplanned customer projects that involve implementing Information and Telecommunications Systems solutions to meet the demands of the customer. Develop strategies, plans, and processes to effectively manage and track customer requirements, daily systems outages, and/or service interruptions.
  • Analyze operational and long-term strategic communications requirements and recommend appropriate solutions and resources.
  • Troubleshoot faulty communications assets supporting customer requirements. Maintain thorough knowledge of all secure and non-secure communication assets issued by the Agency.
  • Duties require occasional 24-hour on-call status that may necessitate short notice return to place of work to support operational requirements. Perform other duties as assigned.

Required Experience/Qualifications

  • Extensive knowledge and experience with campus, datacenter and cloud network technologies and protocols.
  • Practical experience with enterprise firewall platforms and securing enterprise networks. Must be able to configure and support Cisco ASA and Firepower platforms as well as Palo Alto Networks firewalls and Panorama.
  • Ability to troubleshoot and resolve problems as well as identify deficiencies and promote solutions to improve the network.
  • Demonstratable experience with 802.1X, DNS, DHCP, SNMP, VPN, firewalls, routing, switching and network security.
  • Experience with IPv6.
  • Strong understanding of software-defined networking technologies.
  • Experience with cloud networking to include AWS and/or Azure.
  • Must be comfortable working in a multi-vendor environment and integrating best of breed solutions.
  • Administrator-level experience on Windows or Linux operating systems.
  • Ability to work onsite at the customer's location in Alexandria, VA one day a week plus as needed.
  • On-call rotation for after-hours and weekend support.
  • Ability to work nights and weekends for operational troubleshooting, maintenance, and any other special circumstances.
  • Self-starting individual with the ability to work independently on issues with minimal supervision.
  • Detail-oriented with strong analytical skills and a strong customer focus

Preferred Experience/Qualifications

  • Experience and knowledge of the Electromagnetic Spectrum (EMS), telecommunications principles, methods, concepts, standards, and practices.
  • Strong secondary experience in one or more of the following areas:
    • Signal Analysis, UHF, C, X, Ku, Ka bands
    • Troubleshooting RF SATCOM communications equipment
    • Frequency Management
    • SAR/GAR processes
    • SATCOM Link Budget Analysis (LBA)

Special Requirements/Security Clearance

  • Active TS-SCI
  • Presidential Support Duty (PSD)
