Overview

By Light provides a broad range of hardware, software, engineering, and IT integration services. Headquartered in Tysons, VA, we support defense, civilian, commercial, and health IT customers worldwide.

 

The programs will consist of training systems for the DoD.  The training systems span the training spectrum and include desktop part task trainers, cabin aircrew trainers, cockpit trainers, full flight motion simulators and mixed reality trainers.

Responsibilities

  • Manage the administrative aspects of a technical program/project.
  • Negotiate project goals with Company Management, Customers, and other stakeholders. 
  • Plan overall project activities. 
  • Assemble a project team and direct team members to perform project tasks.  Create a program schedule and budget, track progress, and modify the project plan to accomplish the project goals.
  • Authorize expenditures to accomplish project goals. 
  • Communicate with Customers, Company Management, and other stakeholders about program status and plans.  
  • Coordinate the use of fiscal, material, and labor resources with other program managers.
  • Lead a proposal team in the development and submission of proposals to the U.S. Government and prime contractors. This includes coordinating with the program management team and technical teams to assemble cost and technical proposals.

Required Experience/Qualifications

  • BS/BA degree from an accredited college or university in engineering. business or related discipline, or advanced degree and 8 years’ experience. 
  • Willing to obtain and maintain SECRET level clearance. 
  • 8 years’ experience in DoD acquisitions or DoD training systems management can be substituted for a bachelor’s degree in engineering or business.
  • At least ten (5) years of experience in the activities required by a Program Manager to manage, status, plan, organize, and provide support for the overall program. 
  • At least (5) years of experience in program planning, reviewing a Statement of Work (SOW), and supporting program execution.
  • Demonstrated knowledge and experience working with the DoD Acquisition process.
  • Familiarity with Aviation Training Systems.
  • Familiarity with Government Requests for Proposals (RFPs).
  • Leading a Program Team in providing program management and risk management support.
  • Planning, directing, and evaluating acquisition, management, technical development, and financial control for the program in terms of risk, performance, schedule, and cost.
  • Planning for and synthesizing requirements of functional areas such as engineering, logistics, budget, configuration management, and other specialties into integrated strategies to support the acquisition program.
  • Supervisory/managerial direction of acquisition program and personnel associated with the program.
  • Experience in Monitoring and Controlling Program Plans and Data.
  • Experience in developing and managing budgets.
  • Developing and implementing the Integrated Master Schedule (IMS) in Microsoft Project.
  • Management of the planning, engineering, installation, and relocating or removal of training systems.
