Overview

By Light Professional IT Services (By Light) are leading providers of innovative Information Technology (IT) services and communications support to the Department of Defense and Federal Agencies. By Light is looking for personnel to support the Network Enterprise Technology Command (NETCOM) to successfully perform its core Army mission of providing Department of Defense Information Network (DoDIN) Army (DoDIN-A) operations and defense worldwide to all Army customers. Support includes IT Services that cover all aspects and activities required to Operate and Maintain (O&M) the transformed and consolidated Army Infostructure at the enterprise level and support the Department of Defense Information Network – Army (DoDIN-A) Operations, Enterprise System Management, and Operational Engineering.   

Responsibilities

  • Lead project management tasks covering all aspects of initiate, plan, execute, monitor, control, and close, covering life cycle management for all enterprise capabilities, systems, services, and emerging requirements and their replacement or follow-on systems/capabilities.
  • Schedule, coordinate, and participate in ongoing working group meetings with the project stakeholders to track progress, synchronize project schedules, identify problem areas, provide technical input, and coordinate milestones.
  • Draft, update, and maintain project documentation for emerging technology or new capability fielding documentation.
  • Draft, review and update documents and matrices, and provide status reports for all timelines, deployments, and upgrades.
  • Draft, update, and maintain project schedules.
  • Track and monitor system outages, issues, interruptions.
  • Track and monitor capability and service fielded locations and locations targeted for fielding.
  • Draft, review, provide technical input, and track status to completion for Operations Orders (OPORDS), Fragmentation Orders (FRAGOS), Cyber Orders, and Cyber Tasking Orders.
  • Provide input to Responsible, Accountable, Consulted, Informed (RACI) charts, support all coordination and finalization activities.
  • Maintain and update project records to reflect appropriate configuration items (data elements). 
  • Develop, draft, and maintain Lists of Materials, resource plans, and inventories.
  • Draft Requests for Change to the DoDIN-A CAB as necessary.  
  • Develop Course of Actions (COAs) outlining suggestions or change recommendations to the Government.
  • Develop KPI and analysis reports to determine process effectiveness and residual risks.
  • Determine gap analysis between existing and proposed technical capabilities, and formalize in system documentation, technical procedures, and test reports and results.
  • Provide recommendations to the Government on project improvements to reduce overall costs, including input to business case analysis, cost benefit analysis, and e-business solutions.
  • Review and analyze new initiatives and best practices and provide recommendations to the Government for use to improve areas within program management.
  • Support change control, change management, configuration management, operations procedures, and service delivery activities.
  • Assist in developing implementation and project plans for the successful migration of Army customers.
  • Support redesign and integration efforts for enterprise-level processes, procedures, applications, software, or concepts; to include integration, configuration, and realignment of existing systems, capabilities, and services.
  • Provide support for multiple spirals of a system, capability, or service life cycle.
  • Performs other project management tasks as required.

Required Experience/Qualifications

  • Master’s degree in business administration, economics, computer science, engineering, or relevant degree.
  • Minimum of Ten (10) years of relevant project management experience.
  • Certifications: Program Management Professional.
  • Must be located within a 60-mile radius of Fort Huachuca, AZ.
  • Demonstrated ability to interface with management and brief senior leadership on status of program status and risks (both technical and programmatic).
  • Has an in-depth understanding of DoDIN-A operations and defense to Army customers

Preferred Experience/Qualifications

  • Prior experience and close interaction and coordination with United States Cyber Command (USCYBERCOM), Army Cyber Command (ARCYBER), Headquarters Department of the Army (HQDA) G-6, and Army Chief Information Officer (CIO).
  • Has the communication skills to effectively interface with senior military officials, managers, and subordinates.

Special Requirements/Security Clearance

  • Security Clearance: Top Secret/SCI eligibility.
