Overview

By Light Professional IT Services (By Light) are leading providers of innovative Information Technology (IT) services and communications support to the Department of Defense and Federal Agencies. By Light is looking for personnel to support the Network Enterprise Technology Command (NETCOM) to successfully perform its core Army mission of providing Department of Defense Information Network (DoDIN) Army (DoDIN-A) operations and defense worldwide to all Army customers. Support includes IT Services that cover all aspects and activities required to Operate and Maintain (O&M) the transformed and consolidated Army Infostructure at the enterprise level and support the Department of Defense Information Network – Army (DoDIN-A) Operations, Enterprise System Management, and Operational Engineering.

Responsibilities

  • Provide operational and security engineering support to NETCOM enterprise capabilities and services across all computing environments and their replacement or follow-on systems/capabilities.
  • Provide technical support for the development, testing, integration, interoperability, configuration, and sustainment of information technologies comprising NETCOM Enterprise capabilities, initiatives, data center, and cloud interfaces.
  • Provide support for all life-cycle engineering stages for DoDIN operations: concept, development, production, utilization, support, and retirement.
  • Oversees the development, maintenance, documentation, and update of system baselines suitable for NIPRNET, SIPRNET, and interface to Black Core, coalition, and DREN fielding both in garrison and in the tactical environment.
  • Assist the Government in performing site-specific risk mitigation and document all changes in system documentation and technical guidance.
  • Provide enterprise compliance analysis, compliance assessments of network and system devices, network and system applications, and network and system operating systems.
  • Develop key performing indicators (KPI) and analysis reports to determine process effectiveness and residual risks.
  • Review and provide recommendations on interoperability, engineering, security, and scalability of requested configuration changes.
  • Analyze, diagnose, and recommend solutions to the Government on complex system issues. Suggest efficient approaches and methods to resolve technical issues.
  • Review, edit, and make recommendations for technical documents, architectural diagrams, administrative guides, and system hardware and software baselines.
  • Conduct technical reviews of enterprise systems and new technology insertions, and draft recommended changes for baseline updates.
  • Provide and document a gap analysis between existing and proposed technical capabilities within the DODIN-A to identify duplicate functionality and new functionality for technology insertion.
  • Participate and facilitate technical information exchanges in various technical forums, to include areas such as, In Progress Reviews (IPR), working groups, teleconferences, technology exchange forums, Operational Planning Team (OPT), Integrated Testing Working Group (ITWG), and Army 365 Teams forums.
  • Provide technical expertise to the government for supported systems, contributing to strategic development, recommending changes, and documenting implementation guidance for maturation of COTS/GOTS product baselines consistent with industry best practice, regulatory requirements, and emerging technologies.
  • Assist the Government to define and design system specifications and standards.
  • Performs other operational engineering tasks as required.

Required Experience/Qualifications

  • Master’s degree in business administration, economics, computer science, engineering, or relevant degree.
  • Minimum of Ten (10) years of relevant operational engineering experience.
  • Knowledge of networking concepts, including common infrastructure, technologies, security, troubleshooting, and tools.
  • Knowledge of common operating systems, including Windows Desktop, Windows Server, or RedHat Linux.
  • Knowledge of virtualization technologies and software, such as VMWare or Hyper-V.
  • Knowledge of cloud technologies, such as Intune, Azure, and Amazon Cloud Services.
  • Extensive knowledge in Microsoft Office tools, including Word, Excel, and PowerPoint.
  • Extensive knowledge in ITIL processes, with particular emphasis on Change, Release, and Configuration Management for enterprise systems.
  • Certifications: IAT Level III – CASP CE, or CCNP-Security, or CISA
  • Must be located within a 60-mile radius of Fort Huachuca, AZ.
  • Demonstrated ability to interface with management and brief senior leadership on status of program status and risks (both technical and programmatic).

Preferred Experience/Qualifications

  • Prior experience and close interaction and coordination with United States Cyber Command (USCYBERCOM), Army Cyber Command (ARCYBER), Headquarters Department of the Army (HQDA) G-6, and Army Chief Information Officer (CIO).
  • Has an in-depth understanding of DoDIN-A operations and defense to Army customers.

Special Requirements/Security Clearance

  • Security Clearance: Top Secret/SCI eligibility.
