Company Overview

Full Spectrum Operations LLC (FSO) is a SDVOSB JV between American Communication Solutions LLC, an SBA VetCert verified SDVOSB, and By Light Professional IT Services LLC (By Light). FSO is looking for personnel to support the Regional Network Enterprise Center (RNEC) Joint Base Langley-Eustis (JBLE), Virginia, Local Network Enterprise Center (LNEC) Fort Gregg-Adams, Virginia, and Joint Expeditionary Base Little Creek Fort Story (JEBLCFS), Virginia, with classified and unclassified communication systems support. Personnel will provide Site Management, Infrastructure Operation and Maintenance (O&M) – Unified Communications, Inside Plant (ISP), Customer Service Telephone, Outside Plant (Cable) (OSP), Battery Maintenance, Cable Locates; Systems Management – Mission Server, Automation and Network Support, Cybersecurity, and Tier II Customer Support; Land Mobile Radio; and Configuration Management support. Work is on site and core duty hours are 0700 – 1700, Monday through Friday, excluding Federal holidays. All personnel will work an 8-hour workday.

Responsibilities

  • Provide LMR Operation and Maintenance (O&M) support.
  • Assist the Government with the LMR maintenance requirements.
  • Ensure required system features are operational to include Seamless Roaming, Dynamic Site Assignment, Critical Site Assignment, Access Control, Unit Registration, Unit De-registration, Unit-to-Unit Call, Talk-group Call, Multi Group Calls, System Call, Out of Range Indication, Talk Prohibit Tones, Busy Queuing and Callback, Recent User Priority, Talk-group Priority, Site Trunking Indication, and Remote Disable/Re-enable Subscriber Unit.
  • Maintain a database that tracks the allocated radios for the LMR system to include desktop base stations, vehicular mounted mobiles, and handheld radios.
  • Maintain a current Motorola P25 fleet map and provide an updated version to the LMR Manager monthly.
  • Maintain a list of identified required spares and maintain those spare parts to expedite service as required.
  • Provide daily customer service, troubleshooting, and programming for all infrastructure and subscriber equipment to include loading encryption keys.
  • Perform preventive maintenance on the LMR System once a month.
  • Perform other duties as required.

Required Experience/Qualifications

  • Education: Possess an associate’s degree or higher.  
  • Foundational Personnel Certification: CompTIA Security+ or Certified Ethical Hacker (CEH) or CyberSec First Responder (CFR) or CompTIA Cloud+ or Global Industrial Cyber Security Professional (GICSP) or Systems Security Certified Practitioner (SSCP) or GIAC Security Essentials Certification (GSEC).
  • Foundational Qualification (Experience) – Possess an Intermediate Proficiency level with 70% of the KSA associated with the DCWF workforce role – Systems Administrator – Work Role ID: 451.
  • Residential Qualification (On-the-Job) – Motorola Trunking System.
  • Minimum of three years’ experience supporting LMR O&M.
  • Proficient in installation, repair, alignment, and maintenance of analog and digital trunked radio communications systems.
  • Have experience with equipment involving, digital and analog multiplex equipment, receivers and transmitters, timing/synchronization oscillator systems, simulcast control systems, computer control systems, Time Division Multiplexing (TDM) console switches, consoles, and mobile and portable radio equipment.
  • Trained and experienced in the use of test equipment to include Communications Service Monitor, Spectrum Analyzer, Protocol Analyzer, Windows-based PC, Signal Generator, Frequency Counter, Radio Frequency (RF) Voltmeter, RF Power Meter, Frequency Selective Voltmeter, Digital and Analog Transmission Test Sets, Oscilloscopes, Function Generators, Phase/Gain Meters, and Digital Multi- meters, Hand Tools.
  • Fluent in the spoken and written English language, to include the usage of technical terms commonly used in information technology (IT), network routing and switching, telecommunications, IT maintenance, and technical control facilities.

 

Preferred Experience/Qualifications

  • Supported the U.S. Army or other DoD Agency.
  • Has the communication skills to effectively interface with senior military officials, managers, and subordinates.
