Company Overview

Full Spectrum Operations LLC (FSO) is a SDVOSB JV between American Communication Solutions LLC, an SBA VetCert verified SDVOSB, and By Light Professional IT Services LLC (By Light). FSO is looking for personnel to support the Regional Network Enterprise Center (RNEC) Joint Base Langley-Eustis (JBLE), Virginia, Local Network Enterprise Center (LNEC) Fort Gregg-Adams, Virginia, and Joint Expeditionary Base Little Creek Fort Story (JEBLCFS), Virginia, with classified and unclassified communication systems support. Personnel will provide Site Management, Infrastructure Operation and Maintenance (O&M) – Unified Communications, Inside Plant (ISP), Customer Service Telephone, Outside Plant (Cable) (OSP), Battery Maintenance, Cable Locates; Systems Management – Mission Server, Automation and Network Support, Cybersecurity, and Tier II Customer Support; Land Mobile Radio; and Configuration Management support. Work is on site and core duty hours are 0700 – 1700, Monday through Friday, excluding Federal holidays. All personnel will work an 8-hour workday.

Responsibilities

  • Performs operations and planning support to include tracking progress on projects and daily tasks.
  • Prepares and conducts briefings to leadership on the current status and future requirements.
  • Performs engineering support to include the development of technical documentation such as engineering reports, diagrams procedures and/or drawings.
  • Manage and track Tier II customer support, for installation IT equipment, SW, systems, interfaces, and networks to ensure all tickets assigned by the Army Enterprise Service Desk (AESD) are received and responded to within times prescribed in the AITP Services List.
  • Ensure all trouble ticket or service order have been submitted in the ticket database (currently Army Enterprise Service Management Platform (AESMP)) for all trouble and service requests received.
  • Maintain site specific metrics and provide trend analysis.
  • Provide the Government with a monthly report detailing Workload Analysis Report & IT Metrics.
  • Participate in accomplishing technical, analytical, and advisory functions pertinent to the development of local policies, plans, and processes.
  • Performs quality control checks to ensure delivery of quality services.
  • Creates, edits, and provides reports, plans, and standing operating procedures.
  • Responsible for the delivery of the opening and closing daily report.
  • Responsible for the delivery of the Weekly In-Progress Report/SITREP.
  • Responsible for the delivery of the monthly Workload Analysis Report and IT Metrics Report.
  • Responsible for the Monthly Network Outage, Failures, and Analysis Report.
  • Oversees the execution of site surveys and completion of Site Survey Reports.
  • Supports disaster planning to include the formulation of restoral plans
  • Perform other duties as required.

Required Experience/Qualifications

  • Education: Possess an associate’s degree or higher.
  • Foundational Personnel Certification: CompTIA Security+ or Certified Ethical Hacker (CEH) or CyberSec First Responder (CFR) or CompTIA Cloud+ or Global Industrial Cyber Security Professional (GICSP) or Systems Security Certified Practitioner (SSCP) or GIAC Security Essentials Certification (GSEC).
  • Foundational Qualification (Experience) – Possess an Intermediate Proficiency level with 70% of the KSA associated with the DCWF workforce role – Systems Administrator – Work Role ID: 451.
  • Residential Qualification (Certifications) – Microsoft Windows Server; Microsoft Azure Administrator Associate.
  • Residential Qualification (On-the-Job) – Army Enterprise Service Desk, Information Technology Infrastructure Library (ITIL), Information Technology Service Management (ITSM); Army IT Metrics Program; and the Army AITP Service catalog.
  • Minimum of three years’ experience supporting IT systems and/or infrastructure operations and planning support to the DoD.
  • Fluent in the spoken and written English language, to include the usage of technical terms commonly used in information technology (IT), network routing and switching, telecommunications, IT maintenance, and technical control facilities.

Preferred Experience/Qualifications

  • Supported the U.S. Army or other DoD Agency.
  • Has the communication skills to effectively interface with senior military officials, managers, and subordinates.
