Position Overview

Full Spectrum Operations LLC (FSO) is a SDVOSB JV between American Communication Solutions LLC, an SBA VetCert verified SDVOSB, and By Light Professional IT Services LLC (By Light). FSO is looking for personnel to support the Network Enterprise Center Picatinny Arsenal New Jersey (NEC PANJ) with classified and unclassified communication systems support. Personnel will provide Site Management, Infrastructure Operation and Maintenance (O&M) – Unified Communications, Inside Plant (ISP), Customer Service Telephone, and Outside Plant (Cable) (OSP); Information Technology (IT) Systems Support  - Network Maintenance, Help Desk Assistance, Voice over Internet Protocol/Voice over Secure Internet Protocol (VoIP/VoSIP), Network Engineering, and Cybersecurity; Telecommunication Support; Radio Systems Operation; Tower and Antenna Support; and Configuration Management.  

 

Work is on site and core duty hours are 0700 – 1700, Monday through Friday, excluding Federal holidays. All personnel will work an 8-hour workday.

Responsibilities

  • Support OSP cable requirements to include all cables designated as Government communications cable, up to and including building entrance cable, through to the termination of service.
  • Performs Preventive Maintenance Checks and Services (PMCS) of installation telephone poles, pedestals, and man- or hand-holes.
  • Maintain, install, de-install, move or remove (as identified on the appropriate service form) all cable, to include copper, coaxial and fiber optic cable includes all connectors, terminations, converters, and ducts from point of demarcation to the installation point for the required service.
  • Operate lashing machines, ventilation machines, bucket trucks, personnel lifts, equipment to provide maintenance support.
  • Fabricate fiber optic, metallic, or coaxial cables as requested.
  • Receive, process, coordinate, and complete all cable location requests.
  • Serve as the sole NEC point of contact for cable locates.
  • Maintain records of all cable locates and ensure that these records are updated and reflected in NEC infrastructure drawings and in the Telephone Management System (TMS).
  • Responsible for maintaining all supporting documentation for the cable locates performed.  and present all such documentation upon request, especially when a cable cut occurs in which the cable locating accuracy is in question. The Contractor should be knowledgeable in determining defects with locating equipment and in detecting bleeds and phantoms from locating equipment.
  • Responsible for repairing all cable damage as a result of incorrect marking of cable locations by Contractor personnel at no additional cost to the Government.
  • Prepare and submit all necessary paperwork for obtaining digging permits and environmental clearances prior to doing any digging on the post.
  • Inspect and maintain NEC-managed outside plant communication cables within underground and aerial pathways (maintenance holes, handholes/pull boxes, vaults, splice cases, pedestals, and poles).
  • Operate and maintain common core (backbone infrastructure) voice/telephony network infrastructure equipment.
  • Assist, coordinate, troubleshoot, and identify problems involving the connectivity to the Army portion of the DoDIN/Deployable Networks and digital service range support, which exists on or connected to the Generating Force or installation common user networks infrastructure.
  • Provide support for the Installation Information Infrastructure Modernization Program (I3MP) (e.g. site surveys, data calls).
  • Support after duty hour emergency maintenance requirements that include the restoral and/or other actions that cannot wait until normal duty hours.
  • Perform other duties as required.

Required Experience/Qualifications

  • Education: An associate’s degree in information technology, Cybersecurity, Data Science, Information Systems, or Computer Science, from an ABET accredited or CAE designated institution.
  • Information Systems, or Computer Science, from an ABET accredited or CAE designated institution.
  • Minimum of five years’ experience in Outside Plant (Cable) support.
  • Experienced and qualified to splice fiber optic cable using both manual and fusion splicing techniques.
  • Knowledgeable in determining defects with locating equipment and in detecting bleeds and phantoms from locating equipment.
  • Foundational Qualification (Experience) - Shall possess an Intermediate Proficiency level with 70% of the Knowledge, Skills, and Abilities (KSAs) associated with the DoD Cyber Workforce Framework (DCWF) workforce role ID: 011.
  • Residential Qualification (Certifications) – BICSI Level III.
  • Has the ability to interface with management and brief senior leadership on status of program status and risks (both technical and programmatic).
  • Has an in-depth understanding of Command, Control, Communications, Computers, and Information Management (C4IM) in support of the Department of Defense.

Preferred Experience/Qualifications

  • Supported the U.S. Army or other DoD Agency.
  • Has the communication skills to effectively interface with senior military officials, managers, and subordinates.

Special Requirements/Security Clearance

  • Security Clearance: Secret.
