Position Overview

Full Spectrum Operations LLC (FSO) is a SDVOSB JV between American Communication Solutions LLC, an SBA VetCert verified SDVOSB, and By Light Professional IT Services LLC (By Light). FSO is looking for personnel to support the Regional Network Enterprise Center (RNEC) Joint Base Langley-Eustis (JBLE), Virginia, Local Network Enterprise Center (LNEC) Fort Gregg-Adams, Virginia, and Joint Expeditionary Base Little Creek Fort Story (JEBLCFS), Virginia, with classified and unclassified communication systems support. Personnel will provide Site Management, Infrastructure Operation and Maintenance (O&M) – Unified Communications, Inside Plant (ISP), Customer Service Telephone, Outside Plant (Cable) (OSP), Battery Maintenance, Cable Locates; Systems Management – Mission Server, Automation and Network Support, Cybersecurity, and Tier II Customer Support; Land Mobile Radio; and Configuration Management support. Work is on site and core duty hours are 0700 – 1700, Monday through Friday, excluding Federal holidays. All personnel will work an 8-hour workday.

Responsibilities

  • Support customer telephone requirements that include responding to service requests, isolation and repair of telephone troubles.
  • Process requests for all moves, adds, and changes requirements utilizing the TMS.
  • Maintain all network cabling infrastructure, network equipment, voice, video, data systems and ancillary equipment (servers, switches, call managers and routers).
  • Maintain files for all completed work requests.
  • Maintain, install, remove, and move all instruments, service lines, and LAN service associated with Administrative Telephone Services (ATS) and Information Technology Services.
  • Install, remove, and move all connectors, terminators, and, if required, all unused cable including copper, coaxial, and fiber optic cable from the work area back to the point of demarcation for the installation.
  • Install Wireless Network Access Points to support access to the installation infrastructure.
  • Support emergency work requests within two (2) hours of oral or written notification
  • Support modernization programs such as Network Modernizations-Continental United States (NETMOD-C), Installation Information Infrastructure Modernization Program (I3MP) (e.g. site surveys, data calls, etc.).
  • Participate and provide technical support to engineering design reviews, technical working groups, Change Control Board (CCB) process/board, and miscellaneous meetings and briefings.
  • Provide property accountability for all accountable telecommunication equipment using the standard Army accountability system for all O&M maintenance actions.
  • Provide Remote Switching Unit (RSU) and communication room cleanup and cable management.
  • Support OSP Cable requirements to include all cables designated as Government communications cable, up to and including building entrance cable, through to the termination of service or as noted on the appropriate work order.
  • Install, de–install, maintain, repair, locate, and test multiple–conductor aerial, underground, and buried multi–purpose communications cable to include coaxial, fiber optics, and copper/conventional cable.
  • Install, terminate, and test fiber optic, metallic or coaxial cables as requested on a Local Service Request.
  • Ensure all cable termination specifications and tolerances are IAW Electronic Industry Association/Telecommunications Industry Association (EIA/TIA) and Unified Facilities Criteria (UFC) standards.
  • Perform inspection and maintenance on all associated telephone poles, manholes, handholds, outside terminals, pedestals, splice points, and bonding and grounding of termination points.
  • Audit and update butterfly drawings on all cables running through the telephone poles/pedestals/MH/HH.
  • Inspect all maintenance holes for flooding and pump excess water as required.
  • Report any manhole safety hazards along with any defects associated with the manhole structures and covers and any manholes requiring structural repair.
  • Test back–up power (battery banks) IAW Defense Information Systems Agency Circular (DISAC) 350–195–2.
  • Perform operator–level maintenance IAW applicable Technical Manuals (TMs), AR 385–1, AR 750–1, DA PAM 750–8, and the Original Equipment Manufacturer specified maintenance procedures.
  • Receive, process, coordinate, and complete all digging permits through Virginia Utility Protection Service.
  • Locate and mark all official Government cables.
  • Maintain all supporting documentation for the cable locates performed.
  • Prepare and submit all necessary paperwork for obtaining digging permits and environmental clearances.
  • Complete, maintain, and provide inspection reports up requests. 
  • Perform other duties as required.

Required Experience/Qualifications

  • Education: Possess an associate’s degree or higher.
  • Minimum of three years of OSP Cable experience.  
  • Operate digger derricks, bucket trucks, personnel lifts, backhoes, and trenching equipment to provide on-demand maintenance support.
  • Fluent in the spoken and written English language, to include the usage of technical terms commonly used in information technology (IT), network routing and switching, telecommunications, IT maintenance, and technical control facilities.
  • Residential Qualification (On-the-Job) – BICSI Level 2 and Confined Space.

Preferred Experience/Qualifications

  • Supported the U.S. Army or other DoD/Federal Agency.
  • Has the communication skills to effectively interface with senior military officials, managers, and subordinates.
